Control Your Destiny: A leachate management Q+A
Energy Power Partners (EPP) worked together with the Cumberland County Authority and Heartland Water Technology to build an on-site landfill fluids treatment facility. Changes in regulation forced the Authority to haul significant amounts of the RO concentrated liquid over 40 miles. The Authority Solid Waste Complex maximizes value of its on-site Landfill Gas-to-Energy Facility by using engine exhaust to evaporate landfill leachate reverse osmosis concentrate with Heartland’s CoVAP™ Solution.
Hear from Gerard Velazquez, III President/CEO Cumberland County Authority and Steve Gabrielle of EPP about how the problems they faced and how the project came to be — turning “lemons into lemonade”. Also, read more on the project here.
Three Rivers Hybrid CoVAP™ System Q&A
Operators of the Three Rivers desired a simple onsite solution for managing their landfill leachate. Key for Three Rivers was controlling leachate management without having to rely on offsite trucking and disposal, reducing its leachate costs and creating long-term cost certainty. Heartland’s proven LM-HT™ Concentrator met Three Rivers’ goals and more. Three Rivers uncovered unique value and flexibility by using Heartland’s proprietary Hybrid CoVAP™ solution.
Hybrid CoVAP™ is a configuration where exhaust heat from Three Rivers existing waste-to-energy facility (e.g. Cogeneration) is combined with thermal energy from a landfill gas (LFG) flare (e.g. Hybrid) to evaporate leachate. The Hybrid CoVAP™ solution allows Three Rivers to maximize the value of its landfill gas and realize the lowest life-cycle cost for its leachate management.

Landfill Establishes Cost and Disposal Certainty with On-Site Leachate Evaporation
The MSW Management piece Landfill Establishes Cost and Disposal Certainty with On-Site Leachate Evaporation co-authored by Heartland’s Chief Marketing Officer Casey Cammann and Hillsborough Southeast County Landfill’s (HC-SELF) Larry Ruiz discusses the landfill’s decision to pursue evaporation as a leachate management solution and the resulting benefits.
In 2020, HC-SELF was cut off from their long-term outlet for leachate treatment, forced to quickly find an alternative disposal solution. They were able to find alternative disposal partners to haul and dispose of the leachate, but treatment costs increased by over 5X. The dynamic nature of leachate flowrates made the increase in hauling particularly challenging and unpredictable.
To address their immediate and future leachate treatment needs, HC-SELF procured and installed an LM-HT® Heartland Concentrator to process and concentrate the leachate on-site, generating a residual that could be returned to the landfill in a closed-loop system. The plant utilized the otherwise-flared landfill gas (LFG) as a renewable thermal energy source, integrated with the existing landfill gas management system and candlestick flare. HC-SELF’s decision has reduced the expense of off-site trucking, shrunk the carbon footprint of the landfill, and enabled both disposal and cost certainty going forward.
